C.A.R.E. is a program of the  Metropolitan Development Council

The Metropolitan Development Council is a non-profit Community action Agency, serving Tacoma-Pierce County since 1964.  The agency mission is to provide the support necessary for low income persons to remove themselves from poverty.  Program services are finances through many different funding sources including Federal, State, County, City, foundations and donations by private individuals.
